About this opportunity

The Department of Veterans Affairs Veterans Integrated Service Network 17 seeks maintenance and service for eight medical-grade ultra-low freezers supporting veteran blood sample storage and research studies, with proposals due May 8. This is an SDVOSB set-aside with an estimated total value of $19 million.

Place of performance is Waco, Texas. The freezer fleet comprises Thermo Fisher, Haier, B Medical, and Stirling Ultracold -80°C models. The contractor must provide annual preventative maintenance visits by qualified field service engineers, unlimited remote diagnostic support via video conference or telephone, complete controller and display checks with adjustments, inspection for oil and refrigerant leaks, cabinet hardware inspection, door gasket checks, condenser coil cleaning, CO2 and LN2 system checks with calibration, and chart recorder calibration. The contractor must provide at least 24 hours' notice before service visits and deliver service reports within two weeks. Travel and per diem expenses are not reimbursable.

The base contract period runs from June 15, 2026 through June 14, 2027, with four optional one-year renewal periods extending through June 14, 2031. NAICS 811412 (Appliance Repair and Maintenance) and PSC J066 (Maint/Repair/Rebuild of Equipment—Instruments and Laboratory Equipment) apply. The contractor must comply with SDVOSB limitations on subcontracting, permitting no more than 50 percent of contract payments to non-certified SDVOSB firms.
