About this opportunity

The Department of Veterans Affairs Veterans Health Administration, Regional Procurement Office East, issued a pre-solicitation notice on July 22, 2026, announcing its intent to award a sole-source contract to Thermo Fisher Scientific, LLC for equipment relocation and maintenance services, with a response deadline of July 29, 2026. This is not a solicitation; no competitive request will be posted to SAM.gov.

The VA Puget Sound Health Care System in Seattle requires relocation of a FEI Transmission Electron Microscope (TEM) Tecnai G2 Spirit from the Icahn School of Medicine at Mount Sinai in New York. Services consist of preparing the TEM for shipment, unpacking, reassembly, and one year of annual comprehensive maintenance. The sole-source justification rests on FAR 6.302.1-1 (Only One Responsible Source): Thermo Fisher Scientific's electron microscopic division is the original manufacturer of the Tecnai G2 Spirit (formerly FEI Company, now a subsidiary), and only OEM-certified technicians with prior experience on this specific model can perform the disassembly and reassembly work. No other company possesses the required expertise.

NAICS code 811210 (Electronic and Precision Equipment Repair and Maintenance) applies, with a $34.0 million size standard. PSC is J066. Interested parties may contact Contracting Officer Millicent Covert at millicent.covert@va.gov. The Contracting Officer retains discretion to conduct a competitive procurement based on this notice.
