About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 5 has issued a Special Notice announcing an intent to sole source a contract for medical equipment support services at the Washington DC Veterans Affairs Medical Center. The contract covers maintenance and support for three Alcon medical devices: Lensx, Centurion, and Constellation LXT systems. Scheduled for a base year from 02/15/2025 to 02/14/2026 with four additional one-year option periods, the contract will ultimately conclude on 02/14/2030. The notice is classified under NAICS code 811210 for Electronic and Precision Equipment Repair and Maintenance, with a size standard of $34 million. The Special Notice is primarily a market research instrument to identify potentially qualified small businesses, particularly those with specific socio-economic designations.

The primary purpose of this Special Notice is to conduct market research and gather information from potential contractors while signaling the government's intent to award a sole source contract. Interested vendors must submit comprehensive responses including company details, contact information, business size, socio-economic status, and capability statements demonstrating technical expertise. The VA specifically seeks to identify Service-Disabled Veteran Owned Small Businesses (SDVOSBs), Veteran Owned Small Businesses (VOSBs), 8(a), HUBZone, and other small businesses capable of performing the work. Contractors must demonstrate their ability to provide OEM-certified parts, employ OEM-trained technicians, and meet specific service requirements such as 30-minute phone response times and next business day on-site support. The deadline for submissions is February 14, 2025, and vendors are instructed that if they disagree with the sole source determination, they must provide detailed documentation proving their technical competence and capacity to perform the contract.
