About this opportunity

The Department of Veterans Affairs Network Contracting Office 22 issued a notice of intent to sole source a Firm Fixed Price contract to Translogic Corporation for a Swisslog Legacy Pneumatic Tube System hardware and software upgrade at the Southern Arizona VA Healthcare System in Tucson, Arizona, with an August 27, 2026 deadline at 10:00 AM Pacific for challenges to the sole-source determination.

The VA asserts that only Translogic, as the original equipment manufacturer, can perform the required hardware and software upgrade while ensuring full compatibility, warranty maintenance, and system integrity. Third-party integrators exist in the marketplace but cannot guarantee these requirements without voiding existing warranties and service agreements. The VA evaluated a full system replacement but determined it more expensive and unnecessary. Award is anticipated August 28, 2026.

Parties may challenge the sole-source determination by submitting clear and convincing evidence that competition would be advantageous to the Government by the deadline. The requirement falls under NAICS 333922 (size standard 500 employees) and Product Service Code J065. The justification document covers hardware parts (86512201 PCB ASSY, TU/BLWR, ITS and 90311205 Programmed Flash Memory, V7.4, HMI 3 PCB), a software upgrade to a HITRUST-certified version, and annual software licenses for the base year plus three option years.

Responses must be emailed to Edgar Alvizar, Contract Specialist, at Edgar.Alvizar@va.gov; telephonic inquiries will not be accepted. The determination to open or maintain the sole-source award remains solely within the Government's discretion.
