About this opportunity

New Mexico Veterans Affairs Healthcare System issued a notice of intent to sole-source a five-year firm fixed-price contract to Applied Software, Inc. for MagView software licenses and support services, with responses due by June 16, 2026 at 2:00 p.m. Pacific Time. This is a sole-source procurement under FAR Subpart 12; however, all responsible sources may submit capability statements demonstrating ability to provide the requested services for agency consideration before the intended award date.

NMVAHCS requires comprehensive MagView Software support for mammography operations, including software licenses, updates, maintenance, and technical support to maintain compliance with Mammography Quality Standards Act requirements. The contract structure includes one 12-month base year and four 12-month option years. The justification for sole source establishes that MagView is not sold or serviced through third parties, the manufacturer's warranty voids if non-authorized personnel perform diagnostic or maintenance work, and any lapse in direct support forfeits upgrade rights. Market research identified competing platforms—DynaCAD Breast, Patient Hub, PenRad, and InsightMed OmniCare—as inadequate alternatives due to absence of MagView's integrated capabilities including AI-based image risk assessment, BI-RADS reporting workflows, and enterprise-level EHR integration. Equipment replacement would cost approximately $500,000 plus additional training and migration expenses.

Interested vendors must submit capability statements via email to dyne.kim@va.gov. The Government will not reimburse vendors for submitted information, and capability briefing requests will not be honored. NAICS 513210 (Software Publishers); PSC J065.
