About this opportunity
The Department of Veterans Affairs, Veterans Integrated Service Network 10 (VISN10), has issued a Notice of Intent to Sole Source Requirement for maintenance services of Hill-Rom NaviCare Nurse Call Systems at the Louis Stokes Cleveland Department of Veterans Affairs Medical Center in Cleveland, Ohio. This special notice announces the VA's intention to award a firm-fixed-price contract exclusively to Hill-Rom, Inc., located in Batesville, Indiana, without competitive bidding. The procurement is being conducted under FAR Part 13.5 procedures and falls under NAICS Code 811210 (Electronic and Precision Equipment Repair and Maintenance). The contract covers on-site full maintenance of government-owned nurse call systems across the medical center's Wade Park campus. This is a presolicitation notice, not a formal solicitation, and represents the VA's determination that sole-source contracting is justified in this instance.
The VA seeks to procure the Hill-Rom Gold+ support package to provide comprehensive maintenance of the nurse call systems from the date of award through July 31, 2027, with four optional renewal years. The Gold+ package includes software licenses for upgrades and patches, technical telephone support, remote access capabilities, labor for software fixes, parts, onsite support, travel and living expenses, and one annual preventative maintenance visit per installation. Interested parties who believe competition would be advantageous to the government must submit clear and convincing evidence to support their position by 3:00 PM EST on Friday, March 6, 2026, to Contracting Officer Christopher A. Callihan (christopher.callihan@va.gov, 216-707-7736). The VA justifies sole-source procurement based on Hill-Rom's proprietary rights to the equipment and software currently deployed throughout the facility, determining that no other firm can provide equivalent services without substantial cost duplication or unacceptable delays. Only Hill-Rom, Inc., is eligible to submit proposals under this sole-source arrangement.

Hill-Rom has proprietary rights to the nurse call equipment and software currently deployed throughout the Cleveland VA Medical Center. They can provide the exact type of electronics service that is needed for the VA requirements for this geographical area and campus. Their liability of this Nurse Call system was researched and found to be the most reliable for durability and maintenance related to the usage needs.
