About this opportunity

The Department of Veterans Affairs, Veterans Integrated Service Network 23, has published a Notice of Intent to award a sole source contract to Biosense Webster, Inc. for preventive maintenance and warranty services on Carto 3 systems and Smartablates at the Minneapolis VA Health Care System. This special notice is being issued under the authority of FAR 12.102(a), which permits sole source contracting when only one responsible source can satisfy agency requirements. The solicitation number is 36C26326Q0570, and the work falls under NAICS code 811210 (Electronic and Precision Equipment Repair and Maintenance) and PSC code J065 (Maintenance/Repair/Rebuild of Medical Equipment). This notice invites interested parties to demonstrate their capability to provide these specialized services before the government proceeds with sole source negotiations with the incumbent contractor.

The primary objective of this notice is to provide an opportunity for other vendors to present evidence of their capability to deliver the required preventive maintenance and warranty services for the specified medical devices. Interested parties must submit a written capabilities statement by April 23, 2026, at 5:00 PM Central Time that clearly and unambiguously substantiates their technical and operational capability; verbal responses are not acceptable. There are no specific stated eligibility criteria beyond the vendor's demonstrated ability to perform the services, though the government retains sole discretion to determine whether any viable alternative sources exist. If no viable responses are received by the deadline, the Department of Veterans Affairs will proceed with negotiating a sole source contract directly with Biosense Webster, Inc. Contractors should direct inquiries to Contract Officer Jeffrey Brown at Jeffrey.Brown8@va.gov, as phone calls will not be accepted.
