About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 2 (NCO2) issued a Special Notice of Intent to Sole Source on January 21, 2026, announcing its intention to award a sole source open market purchase order to Boston Scientific Corporation. The procurement is for IC AVVIGO + Essential Care and IC FFR Link Essential Care service agreements for a Boston Scientific Ultrasound system located in the Cardiac Cath Lab at the Buffalo VA Medical Center in Buffalo, New York. This is classified under NAICS code 811210 (Other Electronic and Precision Equipment Repair and Maintenance) and PSC code J065 (Maintenance, Repair, and Rebuilding of Medical, Dental, and Veterinary Equipment and Supplies). The Small Business Size Standard for this procurement is $34 million. Although the notice indicates a sole source intent, the government is inviting other firms to submit written notice if they believe they can meet the stated requirements.

The service agreement is scheduled to commence on March 1, 2026, and extend through February 28, 2027, with four additional option years included in the contract structure. Interested contractors must submit written responses with supporting evidence demonstrating their ability to perform the requirements prior to the January 28, 2026 deadline at 10:00 AM Eastern Standard Time. All responses must be submitted via email to Contracting Officer Daniel Zielinski; telephone inquiries will not be accepted. While there are no specific stated eligibility criteria beyond the ability to meet service requirements, firms of any size may respond, though the small business size standard is noted at $34 million. The government retains sole discretion to determine whether to compete this procurement based on responses received, and will proceed directly with the Boston Scientific award if no competing responses are submitted.
