About this opportunity

The Department of Veterans Affairs Network Contracting Office 16 has published a Notice of Intent to award a sole source contract to NordicNeuroLab, Inc. for specialized MRI radiology software and services. The procurement involves NordicMediVA MRI software, licensing, and maintenance services to be provided at the Michael E. DeBakey VA Medical Center in Houston, Texas. The contract will be structured as a single award, firm-fixed price arrangement with NordicNeuroLab, Inc., which is located in Milwaukee, Wisconsin. The VA has determined through market research that only one responsible source can provide the required brand name supplies under Federal Acquisition Regulation 6.302-1. This determination is based on the highly specialized nature of the equipment and the conclusion that no other supplies or services will satisfy the agency's requirements.

The primary purpose of this Special Notice is to inform the contracting community of the VA's intent to proceed with a sole source procurement rather than conducting a competitive solicitation. Interested parties who believe they can provide the required capabilities may identify their interest and capability by September 2, 2025, though no quotes or proposals are being requested at this time. The procurement falls under NAICS code 334510 for Electromedical Apparatus Manufacturing with a small business size standard of 1,200 employees. The government intends to award the contract by September 22, 2025, and emphasizes that this notice does not constitute a request for competitive quotes or proposals. Any responses received will be used solely to determine whether the VA should reconsider conducting a competitive procurement, though the final determination remains at the government's discretion.
