About this opportunity
The Department of Veterans Affairs Veterans Integrated Service Network 10 (VISN 10), through the Louis Stokes VA Medical Center in Cleveland, Ohio, has issued a Presolicitation Notice and Notice of Intent to Sole Source for emergency fuel tank repair services. This Special Notice indicates the agency's intention to negotiate a sole-source contract with Crazeweld LLC for inspection and repairs to a leaking fuel tank liner system. The work is categorized under NAICS code 811310 (Commercial and Industrial Machinery and Equipment Repair and Maintenance) and PSC code J049 (Maint/Repair/Rebuild of Equipment). The solicitation will follow FAR Part 12 procedures and is anticipated to result in a firm-fixed-price contract. This emergency procurement is driven by critical safety and operational requirements for the medical center.
The primary objective of this solicitation is to restore the fuel storage tank system to operational standards necessary for emergency preparedness and backup generator functionality at the medical center. Contractors wishing to challenge the sole-source determination must submit clear and convincing evidence that competition would be advantageous to the Government by 3:00 PM Eastern Time on Friday, March 20, 2026, to Christopher A. Callihan, Contracting Officer, at christopher.callihan@va.gov or 216-707-7736. The Government asserts that Crazeweld LLC is the only qualified contractor because it possesses proprietary knowledge of the site-specific, custom modifications previously installed on the fuel tanks, including a port access door, mid-tank saddle, water extraction system, and chemical liner protectant. Only Crazeweld understands both the current condition and prior damage state of these handmade fabricated systems, making it the most capable and direct source to perform the necessary repairs. The contract will require the selected contractor to provide all labor, materials, equipment, transportation, and supervision necessary to complete the repairs.
