About this opportunity

The Department of Veterans Affairs, Network Contracting Office 23, has published a Special Notice for light rail signal repair services at the Minneapolis VA Medical Center. This Notice of Intent announces the agency's intention to award a sole source, firm-fixed price contract to Hennepin County under the authority that only one responsible source can satisfy the agency's requirements. The contract falls under NAICS code 238210 (Electrical Contractors and Other Wiring Installation Contractors) and product/service code J022 (Railway Equipment Maintenance/Repair). The VA has determined that Hennepin County is the only vendor authorized to repair and bring the light rail signal system up to code, allowing them to take ownership of the signal system for future operations. The work involves comprehensive repair services for railroad crossing and traffic signaling equipment at the VA campus entrance to reestablish public safety and ensure functional safety controls.

The primary purpose of this Special Notice is to provide advance notification of the proposed sole source award while allowing other potentially capable vendors to demonstrate their qualifications for consideration. Interested contractors must submit capability statements within seven calendar days of the notice publication date (by August 1, 2025) to cameron.rick@va.gov for review. Submissions must include organization details, UEI number, contact information, a detailed capability statement demonstrating expertise in meeting the Statement of Work requirements, and copies of any agreements with the Minnesota Department of Transportation showing authorization to provide the required services. The VA will review these responses solely to determine whether the procurement should be conducted on a competitive basis, though the final decision remains at the government's discretion. The work scope includes field installation and repair of light rail interfaces, pedestrian buttons, traffic indicators, signal poles, emergency vehicle preemptive systems, and safety signage, with coordination required between the VA and Metro Transit Authority.
