This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The Solicitation number is NRC-HQ-10-17-Q-0041 and is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-94 and 2005-95. .

Brand name justification:


This brand name procurement of J Systems Solution will allow the NRC to continue its providing encryption and other data security from the desktop when the ITISS contract expires. J Systems solutions software has also been tested, secured and is an integral part of the NRC's current enterprise architecture and technical reference model.
Even if other COTS software could currently meet the NRC's requirements, the NRC does not currently intend to replace its investment in the J Systems Solution software to do so would cause the NRC to incur significant additional cost, would be highly disruptive and would introduce significant risk to the NRC. Standards for agency software toolsets are established and maintained for several years to maximize the return on those investments and to minimize disruption to agency operations


The Offeror must comply with the following commercial item terms and conditions, which are incorporated herein by reference: FAR 52.212-1, Instructions to Offerors - Commercial Items, FAR 52.212-3, Offeror Representations and Certifications - Commercial Items - FAR 52.212-4, Contract Terms and Conditions - Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, paragraph (a) and the following clauses in paragraph (b) 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, and 52.232-34. The Nuclear Regulatory Commission (NRC) uses Compusearch Software Systems' secure and
auditable two-way web portal, FedConnect®, to communicate with vendors and contractors.
FedConnect® provides bi-directional communication between the vendor/contractor and the
NRC throughout pre-award, award, and post-award acquisition phases. Therefore, in order to
do business with the NRC, vendors and contractors must register to use FedConnect®
at https://www.fedconnect.net/FedConnect. The individual registering in FedConnect® must
have authority to bind the vendor/contractor. There is no charge for using FedConnect®.
Assistance with FedConnect® is provided by Compusearch Software Systems, not the NRC.
FedConnect® contact and assistance information is provided on the FedConnect® web site
at https://www.fedconnect.net/FedConnect.


QUOTATION SUBMISSION INSTRUCTIONS:


The offeror shall submit its quotation so that it is received at banu.goldfeiz@nrc.gov and joseph.widdup@nrc.gov by 9/22/2017 by 9:00 a.m. Eastern Time. The quotation should include:
(1) The solicitation number;
(2) The name, address, DUNS number and telephone number of the offeror;
(3) A technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, if necessary;
(4) Terms of any express warranty;
(5) Price and any discount terms;
(6) A completed copy of the representations and certifications at FAR 52.212-3 (see FAR 52.212-3(b) for those representations and certifications that the offeror shall complete electronically);
(7) Acknowledgment of Solicitation Amendments;
(8) Evidence that the offeror is authorized by J Systems Solutions Ltd to sell the required items.
(9) A copy of any applicable license agreement for the quoted items; and
(10) If the offer is not submitted on the SF 1449, include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation. Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration.


EVALUATION FACTORS FOR AWARD:


The Government intends to award a purchase order to the responsible offeror that is an authorized reseller of the required items and whose technically acceptable quotation represents the lowest price.
