About this opportunity
USDA APHIS is issuing a sole-source justification notice of intent to award a purchase order to Positive Feed, Inc. for ivermectin-treated molasses tubs, with a response deadline of July 28, 2026. This acquisition is restricted to a single source under FAR 12.102(b) and will not be open to competitive bidding.
The Cattle Fever Tick Eradication Program (CFTEP) within APHIS Veterinary Services requires delivery of 10 truckloads of 130-pound molasses tubs containing 200 milligrams of ivermectin per pound for use in South Texas. The tubs serve dual purposes: preventing and eradicating cattle fever tick infestations while providing supplemental protein, vitamins, and minerals for livestock in field conditions. The product holds FDA Minimum Use-Major Species Permit approval following a nine-month field study and is authorized for use under an Investigational New Animal Drug Permit issued to Positive Feeds. The tubs are also in FDA approval process for treatment of New World Screwworm.
Positive Feed, Inc., located in Sealy, Texas (UEI: XA9RQEH9Q3S1), is the sole-source contractor. The agency characterizes this vendor as possessing the critical resources and expertise necessary to maintain and enhance the CFTEP mission. The notice describes this as a follow-on purchase order type contract.
