About this opportunity
The Department of the Air Force Air Combat Command intends to award a sole-source contract to Delta Solutions & Strategies, LLC for Integrated Tactical Warning/Attack Assessment (ITW/AA) simulation services, with an estimated value of $21.8 million, under authority of 10 U.S.C. 3204(a)(1) as implemented by RFO 6.103-1(c)(2).
The sole-source justification centers on the proprietary nature of Delta Solutions' Missile Warning Threat Suite (MWTS) source code, a critical module developed and updated multiple times annually by the contractor. The Government owns all software applications developed under prior ITW/AA contracts except the MWTS source code itself; alternative development would require unacceptable delays and costs. A Sources Sought notice issued July 2, 2025, generated 14 capability statements; evaluation determined only Delta Solutions possesses the specialized experience required in ITW/AA sensors, Nuclear Command and Control, and Nuclear Planning and Execution System environments. Cost modeling analysis estimated replacement software development would require 1,050–1,850 person-months over 24–32 months at $19–41 million in direct development cost, with total duplication costs estimated at $25–50 million over at least three years.
The period of performance runs five years, six months: a base period from August 13, 2026 through August 12, 2027, followed by four one-year options and a six-month extension through February 12, 2032. The contract is structured as Firm-Fixed Price. Place of performance includes USSTRATCOM at Offutt Air Force Base, Nebraska, and NORAD-USNORTHCOM/J7 at Peterson Air Force Base or Cheyenne Mountain Space Force Station, Colorado. The Competition & Commercial Advocate approved the J&A on June 15, 2026.
