About this opportunity
The Naval Air Systems Command (NAVAIR) intends to negotiate a sole-source, Firm Fixed Price (FFP) delivery order with Northrop Grumman Systems Corporation (NGSC) for comprehensive support of the E-2D Advanced Hawkeye (AHE) aircraft system. The procurement will cover critical functions including test planning, flight clearance support, aircrew flight test support, engineering support, system/subsystem training, and Naval Air Training Operating Procedures and Standardization (NATOPS) development. NAVAIR has determined that Northrop Grumman is the only company capable of providing the necessary resources, technology, and documentation to develop, produce, maintain, and support this system without causing operational delays. The acquisition will be pursued under Title 10, U.S. Code 2304(c)(1), which permits other than full and open competition. The pre-solicitation notice was posted on April 16, 2025, with the same date listed as the due date, indicating an expedited procurement process.
The contract opportunity is not designated with any specific set-aside classification and will be awarded under a Basic Ordering Agreement (BOA) with Northrop Grumman. The procurement falls under NAICS Category 336413 for Other Aircraft Parts and Auxiliary Equipment Manufacturing and PSC Category AC12 for National Defense R&D Services. While no specific award value is mentioned, the scope suggests a significant ongoing engagement for continued E-2D Advanced Hawkeye system support. Northrop Grumman is positioned as the sole source contractor, reflecting their unique capability to meet the Navy's technical and operational requirements. The government has explicitly stated there is no commitment to issue a solicitation or make an award, and interested parties should be aware that any expenses incurred before contract award are at their own risk.
