About this opportunity
The United States Air Force Air Combat Command is seeking an Indefinite Delivery/Indefinite Quantity (IDIQ) contract for comprehensive IT services to be performed at Dahlgren Naval Base in Virginia. The Joint Warfare Analysis Center (JWAC) IT Services (JITS) contract will focus on providing advanced technological support including DevSecOps, cloud migration, development support, and emerging technology integration in artificial intelligence, machine learning, and high-performance computing. Potential contractors must possess personnel with high-level security clearances, specifically TS/SCI/SAP, and be capable of supporting approximately 400-600 users across multiple classified computing environments. The government will evaluate proposals equally across all criteria, with significant consideration given to past performance including CPARS ratings. Interested vendors are required to submit a five-page capability statement and complete an Excel workbook with technical and contracting questions, with initial submissions due by April 7th, 2025, and final capability statements due by April 18th, 2025.
The procurement does not currently have a specific socioeconomic set-aside, though such designations are being considered for the final solicitation. Current incumbent contractors include Innovative Management Concepts, Inc. and Booz Allen Hamilton, with existing contract values of $10.4 million and $33.1 million respectively. The government anticipates an annual surge support requirement of 1,000-3,000 hours and expects to utilize approximately eight Full-Time Equivalents for software development and five FTEs for laboratory environments.
