About this opportunity
The Library of Congress is seeking information on an IT service management cloud platform (ITSMCP) through a Sources Sought (SS) notice and Request for Information (RFI). The agency currently uses ServiceNow and has 19 different commercially available software license types, 2 data center servers, and a cloud-hosted subscription. Respondents are required to complete the attached "Cloud Platform Requirements Matrix" by providing yes/no responses in column C and additional comments or references in column D. Responses must be limited to supporting documents of 50 pages or less and must include both contact points for the responding company. The opportunity is categorized under Computer Systems Design Services (NAICS 541512) and IT Platform as a Service (PSC DH10). Responses are due by June 15, 2025, and will be used for planning purposes only, with no contract to be awarded directly from this RFI.
There are no specific set-aside designations for this opportunity, and the current incumbent is ServiceNow. The Library of Congress has existing custom-designed applications and modules that rely on the current platform's proprietary resources, which will be a critical consideration for potential providers. While no specific award value or budget range is mentioned, the complexity of the current implementation suggests a potentially significant contract opportunity. The RFI process indicates the Library is conducting market research to understand potential solutions and capabilities before formally soliciting proposals. Respondents are expected to demonstrate their ability to meet or exceed the requirements outlined in the Cloud Platform Requirements Matrix, with a focus on comprehensive IT service management cloud platform capabilities that can support the Library's existing and future technological needs.
