About this opportunity
The Indian Health Service (IHS) National Supply Service Center is seeking medical waste disposal services through Request for Quote IHS1514659-CSS for locations in Oklahoma City, Oklahoma and Gallup, New Mexico. The contractor will provide comprehensive waste management services including the pickup, transportation, and disposal of regulated medical waste, hazardous waste, and universal waste, along with supplying leak-proof containers, proper labeling, accurate manifests, and certificates of destruction within 24 hours of pickup. Vendors must demonstrate technical capabilities, possess required licensing and certifications, maintain general liability insurance, and provide Department of Transportation manifest training for staff. The government will evaluate proposals based on technical requirements and past performance being more important than pricing, with pricing evaluated by combining per-pound disposal rates with container costs multiplied by estimated volumes. Quotes must be submitted by August 15, 2025 at 4:30 PM CST via email to Contract Specialist Carlene Prince, with vendors required to submit completed price schedules, proof of licensing, insurance documentation, and at least three past performance references.
This solicitation is designated as a 100% Indian Small Business Economic Enterprise (ISBEE) Buy Indian set-aside under NAICS code 562111 for Solid Waste Collection. The contract will be awarded as a firm fixed price Blanket Purchase Agreement with a five-year period of performance beginning from the date of award. Pricing will be structured on a per-pound basis for both hazardous and non-hazardous waste disposal, with additional charges for containers, though specific budget ranges or estimated award values are not disclosed in the solicitation. The contractor must have the personnel, materials, supplies, and equipment necessary to perform services at both the Oklahoma City and Gallup locations. No incumbent contractor information is provided in the solicitation documents, and the abbreviated timeline with quotes due just four days after posting suggests this may be an urgent procurement requirement.
