About this opportunity

The Internal Revenue Service is seeking to renew hardware and software maintenance and licenses for Riverbed brand products purchased between fiscal years 2019-2024, which support critical network infrastructure initiatives including Cloud, Unified Access, Inflation Reduction Act Network Modernization, and End-of-Life Equipment Refresh. These Riverbed appliances are essential for monitoring application and network performance across the IRS network, particularly for key systems such as the Affordable Care Act (ACA), Customer Account Data Engine (CADE2), Foreign Account Tax Compliance Act (FATCA), and Return Review Program (RRP). The procurement is critical to maintaining Enterprise Operations Network Engineering's ability to efficiently resolve network and application-related issues, as delays in renewal would require additional time and personnel resources. The solicitation RFP 205AE9-25-Q-00107 will be released in early August and distributed exclusively through the NASA SEWP web portal. The estimated closing date for proposals is anticipated to be at the end of August, with all future acquisition information and amendments distributed solely through NASA SEWP.

This procurement is designated as a total small business set-aside and will be conducted through NASA SEWP Group C small business set-aside procedures. The contract structure includes a single-award Firm Fixed Price Delivery Order with a 12-month base period beginning September 11, 2025, and two 12-month option years extending through September 10, 2028, for a total potential performance period of three years. The scope encompasses comprehensive support services including software maintenance, technical support, resident engineering, configuration updates, version management, and monthly health checks for the Riverbed network infrastructure. No incumbent contractors are specifically identified in the documentation, and no specific contract values or budget ranges are disclosed in this pre-solicitation notice. Interested parties must monitor the NASA SEWP web portal exclusively for all acquisition updates, as no telephone requests, written requests, or questions will be accepted through any other channels.

PRE-SOLICITATION SYNOPSIS

INTERNAL REVENUE SERVICE

Riverbed Brand Name Maintenance/License Renewal/Support

The objective of this requirement is to renew hardware and software maintenance and license for Riverbed Brand name products that were purchased in FY19-24 to support Cloud, Unified Access, Inflation Reduction Act (IRA) Network Modernization and Refresh of End-of-Life Equipment and Segmentation (UA Seg) and Sustaining Infrastructure (SI) Refresh.  The Riverbed appliances are used to monitor the application and network performance applicable to critical production applications on the IRS Network, as well as all other applications on the IRS network including several in development performance testing.  Enterprise Operations (EOps) Network Engineering must ensure that all the traffic is transported across the Enterprise Network in a manner that meets all applicable SLAs and network standards.  Without the renewal being procured, EOps Network Engineering’s capability and response to resolve application and/or network related issues affecting Affordable Care Act (ACA), Customer Account Data Engine (CADE2), Foreign Account Tax Compliance Act (FATCA), Return Review Program (RRP) and all other applications will require additional time and personnel resources to resolve.

RFP 205AE9-25-Q-00107 will be available on or about early August and will be distributed solely through NASA SEWP Group C small business set-aside as a total small business set-aside. All future information about this acquisition, including solicitation amendments, will also be distributed solely through NASA SEWP web portal. Interested parties are responsible for monitoring that site to ensure that they have the most up-to-date information about this acquisition. The estimated closing date of 205AE9-25-Q-00107 will be on or about the end of August.  No telephone requests, written requests, or questions for/about this solicitation will be accepted outside of NASA SEWP.
