About this opportunity

The Internal Revenue Service (IRS) Office of the Chief Information Officer (OCIO) is seeking Product Management Support services to build and mature a Product Management Community of Practice (CoP) at the enterprise level. The procurement aims to deploy embedded product managers across up to 5 high-priority IT programs/products, with potential expansion to an additional 15-20 programs in the future. Interested contractors must submit a 6-page capability statement by 10:00 AM MST on February 27, 2025, electronically to nicole.k.myers@irs.gov. Respondents are required to provide their Unique Entity Identifier (UEI), business size status under NAICS 541519 (with a $34M size standard), and identify any Government-Wide Acquisition Contract (GWAC) vehicles they hold. The work will be performed remotely at the contractor's place of business, focusing on strategic integration, PdM community development, customer journey mapping, and creating user feedback loops aligned with the Inflation Reduction Act Objective 4.2.

The procurement does not have a specific set-aside designation and is open to various contractors with IT product management expertise. The contract is structured as a Firm-Fixed-Price (FFP) arrangement with a 12-month base period and one 12-month option year. While specific award values are not disclosed, the scope suggests a comprehensive engagement requiring sophisticated product management capabilities. Contractor staff will need to obtain security clearance and complete IRS security training within 15 days of receiving interim access. Key deliverables include monthly status reports, a CoP charter, product manager staffing plans, customer personas, journey maps, prioritized backlogs, program roadmaps, and user testing recommendations. The IRS will evaluate responses based on the contractor's ability to demonstrate expertise in establishing and scaling product management practices across complex IT environments.

Notice text

The scope of this effort involves supporting the Office of the Chief Information Officer (OCIO) and relevant Information Technology (IT) programs within the Internal Revenue Service (IRS) IT portfolio in building out and maturing a Product Management (PdM) Community of Practice (CoP) at the IRS IT enterprise level as well as deploying embedded product managers and setting up initial PdM adoption within an agreed-upon subset of high-priority IT programs / products (not exceeding 5 programs / products, to be selected). These initial priority programs / products are just a starting point with opportunity to further scale PdM efforts across additional 15-20 programs / products in a similarly rapid manner, once the original efforts are underway and have demonstrated success.

This work will be done remotely at the contractor's place of business.
