About this opportunity
The Indian Health Service, Division of Information Technology Operations, is renewing data backup and disaster recovery services with Iron Mountain Information Management LLC under a sole-source procurement, with performance beginning September 29, 2026.
This is a sole-source award under FAR 6.103-1, foreclosing competition. The procurement justifies single-source award on the grounds that Iron Mountain is the only source capable of providing continued media backup and management without exposing risk of data loss or requiring migration of existing records. Migration to an alternative vendor would introduce material risk of data loss, corruption, or gaps in the backup chain subject to HIPAA, FISMA, and HHS/IHS records retention requirements; the cost of such migration may be prohibitive.
Place of performance is North Bethesda, Maryland. The contract covers a base year in fiscal year 2026 with four option years, running September 29, 2026 through September 29, 2027 for the base year. The requirement encompasses managed, offsite cloud-based backup, storage, retrieval, and disaster recovery services for IHS electronic records and information systems, including secure encrypted storage, scheduled and on-demand backup jobs, media and tape management and vaulting, data restoration support, and business continuity and disaster recovery capabilities designed to meet defined recovery time objectives. The NAICS code is 493110, General Warehousing and Storage; the PSC is DK10, IT and Telecom—Storage as a Service. No set-aside applies. The notice explicitly states this is not a solicitation or request for offers; potential sources other than Iron Mountain may submit written justifications for consideration.
