About this opportunity
The Federal Communications Commission (FCC) has issued a sole source justification notice for an IPVM (Internet Protocol Video Market) Enterprise subscription to support national security and telecommunications supply chain protection activities. The FCC intends to award this contract to IP VIDEO MARKET INFO INC, the sole provider of this specialized subscription service that delivers in-depth research reports, competitive intelligence, and industry analysis on physical security technology including video surveillance, access control, and weapons detection systems. The subscription provides access for up to 10 user seats across IPVM Enterprise, Research, AI Agent, and Strategy Sessions, with access granted to agency staff in the Office of Engineering and Technology (OET), Public Safety and Homeland Security Bureau (PSHSB), Enforcement Bureau (EB), and other full-time employees focused on national security functions. The sole source justification is based on IPVM being the only source capable of providing the unique research capabilities required for protecting U.S. telecommunications infrastructure from national security threats and supporting classified investigations. The contract includes a base period from June 16, 2025, to June 15, 2026, plus two additional twelve-month option periods, though the specific award amount was not disclosed in the notice. The FCC has already awarded contract 273FCC25P0037 on June 12, 2025, with the procurement falling under the Simplified Acquisition Threshold.
Notice text
The Federal Communications Commission (FCC) intends to award a sole source purchase order to IPVM for the subscription of Internet Protocol Video Market (IPVM), which is an authority on physical security technology covering video surveillance, access control, weapons detection, and more. Access will be provided to agency staff, including OET, PSHSB, EB, and other FTEs focused on national security, who could benefit from IPVM’s research and tools. IPVM is the sole provider of the subscription software. The period of performance for the proposed contract action is a base period (06/16/2025 – 06/15/2026) plus two (2) twelve-month option periods. Pursuant to FAR 13.106-1(b)(1)(i), soliciting from a single source, the contracting officer has determined that the circumstances of the contract action deem only one source reasonably available.
