About this opportunity
The Iowa Army National Guard Midwest Counterdrug Training Center seeks technical instruction services for a Basic Narcotics Investigations Course, with proposals due June 3, 2026 and past performance questionnaires due May 28. This is a 100% small business set-aside under NAICS 611699.
Place of performance is Johnston, Iowa (Camp Dodge Joint Maneuver Training Center) and various locations within the MCTC service area covering 54 states and territories. The base period spans 12 months with three course iterations, followed by four optional 12-month periods each requiring up to six iterations. Each course iteration must accommodate up to 30 law enforcement officers and deliver a minimum of 76 hours of instruction over at least 10 class days, Monday through Friday, 0700–1700 hours, excluding federal holidays.
The contractor must provide all personnel, equipment, materials, supervision, and quality control to design, develop, and instruct the course. The Government supplies workspace and audio-visual equipment. Required deliverables include hard-copy student manuals, professionally researched course content covering 27 specified topics (narcotics overview, officer roles, undercover operations, warrant service safety, and related subjects), Microsoft PowerPoint slide presentations, pre- and post-tests with answer keys, and practical exercises with role players. The contractor bears all travel, lodging, meals, materials, equipment, printing, and delivery expenses.
Each instructor must be a U.S. citizen with minimum 15 years total law enforcement experience (including 10 years as a civilian narcotics officer) and at least 5 years teaching basic narcotics investigations courses. The offeror must demonstrate prior experience designing and delivering similar basic narcotics investigations courses to law enforcement at local, state, or federal levels. Contractor must report all labor hours via SAM.gov annually by October 31. Service Contract Act wage determination No. 2015-4979 (Revision 27) applies to Iowa counties Dallas, Guthrie, Madison, Polk, and Warren.
Evaluation uses a best-value trade-off approach under RFO FAR Part 12, weighting Technical Capability and Past Performance combined as significantly more important than Price. Award will be made without discussions to the responsible contractor whose proposal is most advantageous. Proposals require one electronic copy on CD/DVD and one hard copy, with four volumes: Proposal Summary/OCI Plan (not evaluated), Technical Capability (unlimited pages), Past Performance (up to 10 pages excluding supporting documentation), and Price Proposal. Contractors must submit 3 to 5 past performance references from similar contracts within 36 months performed as prime contractor. Written questions deadline is May 13. Contract incorporates DFARS and FAR clauses addressing compliance, security, labor standards, subcontracting limitations (50 percent cap on non-similarly situated subcontracting), and electronic payment through WAWF.
