About this opportunity

The Iowa National Guard is seeking technical instruction services to develop and deliver an Advanced Vehicle Contraband Concealment course for the Midwest Counterdrug Training Center, targeting law enforcement officers at local, state, and federal levels. The Iowa Army National Guard issued this pre-solicitation notice on January 5, 2026, with responses to the Sources Sought form due by 10:00 am Central Time on January 15, 2026. Contractors must demonstrate prior experience designing, developing, and delivering similar contraband concealment courses, while instructors must possess a minimum of 15 years total law enforcement experience, including at least 10 years as a civilian highway interdiction officer and 5 years teaching Advanced Vehicle Contraband Concealment courses. The evaluation criteria emphasize instructor qualifications, current engagement in law enforcement training, and U.S. citizenship, along with the ability to develop comprehensive course materials including student manuals, slide presentations, and pre/post-test assessments. Additional requirements include designing practical exercises utilizing real vehicles or simulated concealment scenarios and achieving a 75% average student course evaluation rating with 100% coverage of prescribed course topics.

The procurement includes no set-aside designation and does not identify any incumbent contractors or award value ranges. The contract structure consists of a base period of approximately 12 months with seven course iterations for up to 50 law enforcement officers per course, followed by four optional 12-month periods with up to 14 course iterations each, contingent upon funding and operational need. The minimum course instruction requirement is 16 hours delivered over two days, covering systematic search techniques, common concealment methods, electronically accessed compartments, and specialized detection methods such as identifying liquid methamphetamine. The prospective contractor should carefully review the draft Performance Work Statement and draft Evaluation Criteria provided in the solicitation materials and submit the Sources Sought Response Form to indicate capability and address any concerns regarding vague or restrictive requirements, particularly regarding the feasibility of the 30-day proposal preparation timeline.
