The course must be a minimum of 32 hours delivered over four days, covering topics including canine selection and training, odor theory, canine drives, communication, search strategies, and case law. Contractor performance will be evaluated based on student course evaluations, with a requirement to achieve at least a 75% average rating, and the contractor must also provide a professionally developed student manual with current, unique content. The Sources Sought Response Form must be submitted no later than 10:00 a.m. Central Time on Thursday, January 15, 2026, as this pre-solicitation phase is designed to gather market research and inform final solicitation parameters.
This procurement carries no set-aside designation and no incumbent contractor or award value is identified in the pre-solicitation notice. The contract structure includes a base period of approximately 12 months with two course iterations, followed by four optional 12-month periods, each potentially including up to four additional course iterations. The contractor's service area covers the MCTC region encompassing 54 states and territories, providing geographic scope for course delivery. No specific budget range is disclosed at this pre-solicitation stage, allowing the government flexibility in final pricing and terms. The government indicates that 30 days may be the proposed timeframe for submission of comprehensive proposals, including the student manual and slide presentation materials, pending feedback from sources sought responses. Contractors interested in pursuing this opportunity should carefully review the draft Performance Work Statement and draft Evaluation Criteria to assess their capability to meet the specialized instructor qualifications and course delivery requirements.
