About this opportunity
The Iowa Army National Guard's Midwest Counterdrug Training Center is seeking a contractor to design, develop, and provide technical instruction services for a Detecting Danger/Armed Suspects Course under solicitation W912LP-26-R-0007. The course must provide a minimum of eight hours of instruction covering nine specific topics including subconscious and verbal communication, mental and physical preparation for danger, armed suspect identification, and narcotics influence identification for up to 50 law enforcement officers and military personnel involved in counternarcotics missions. The Government will evaluate proposals using a best value trade-off approach under Revolutionary FAR Overhaul (RFO) Part 12 procedures, with technical capability and past performance combined weighted significantly more heavily than price. Evaluation criteria include course overview and content assessment, offeror and instructor qualifications (requiring a minimum of 15 years total law enforcement experience including 10 years as a civilian narcotics officer and 5 years teaching this specific course), past performance on similar law enforcement training contracts, and price reasonableness. Critical deadlines include April 7, 2026 at 11:00 a.m. Central Time for past performance questionnaires, April 15, 2026 at 11:00 a.m. Central Time for written questions (note: the original deadline was April 9, extended via Amendment 1), and April 15, 2026 at 11:00 a.m. Central Time for final proposal submissions.
This is a Total Small Business Set-Aside under NAICS Code 611699 (size standard $16.5 million) with no incumbent contractor identified in the solicitation documents. The contract includes a base period of 12 months requiring up to 4 course iterations, followed by four optional one-year periods each requiring up to 12 course iterations, for a potential total of 52 course iterations over five years. The Price Proposal Form requires unit pricing for each Contract Line Item Number (CLIN), with the base period CLIN 0001 covering 4 iterations and optional CLINs 1001, 2001, 3001, and 4001 each covering 12 iterations; the Government will evaluate options by adding total option prices to the basic requirement for award determination. Performance shall take place at the Midwest Counterdrug Training Center at Camp Dodge Joint Maneuver Training Center in Johnston, Iowa, with approximately one-third of course iterations at the main campus and the remainder at other locations throughout the MCTC service area covering 54 states and territories, with courses conducted Monday through Friday between 0700-1700 hours. Contractors must provide all personnel, equipment, tools, materials, supervision, and quality control, while the Government furnishes workspace, classroom facilities, and audio-visual equipment; student course evaluations must achieve a minimum 75 percent average rating as the acceptable quality level.
