About this opportunity
The Iowa National Guard, through the Midwest Counterdrug Training Center, is seeking technical instruction services to develop and deliver a Highway Drug Investigations for Patrol Course targeting law enforcement officers. The contractor must demonstrate extensive experience designing and delivering similar training to local, state, or federal law enforcement personnel, with instructors meeting stringent qualifications including a minimum of 15 years total law enforcement experience, 10 years as a civilian highway interdiction officer, and at least 5 years of teaching Highway Drug Investigations for Patrol courses. The course will cover critical topics including professional police approaches, lawful traffic stops, officer safety, roadside interviewing, vehicle searches, contraband concealment, currency seizures, and courtroom testimony preparation. Evaluation criteria focus on the contractor's technical capability, proposed approach, understanding of requirements, and potential performance risks, with the government assessing instructor qualifications and the company's ability to provide comprehensive course materials including student manuals, slide presentations, and pre- and post-test materials. Potential offerors must submit a Sources Sought Response Form by 10:00 am central time on Thursday, January 15, 2026, providing feedback on requirement clarity, any vague or restrictive language, availability of Commercial Off-the-Shelf training solutions, and feasibility of a 30-day proposal preparation timeline.
The contract includes no set-aside designation and carries a base period of approximately 12 months with six course iterations, followed by four optional 12-month periods with up to 12 course iterations each, accommodating up to 50 law enforcement officers per course offering with a minimum duration of 20 hours over three days. No incumbent contractor or award value information is specified in this pre-solicitation notice. The government will evaluate contractor performance throughout the contract period based on student course evaluations, course content coverage, test administration, and practical exercise implementation. This pre-solicitation phase represents preliminary market research to determine whether revisions to the draft Performance Work Statement and Evaluation Criteria are necessary and to identify the most appropriate procurement approach before the formal solicitation is issued.
