This response is for informational purposes only and to respond to the following questions submitted on this RFQ:

1.The contract requirement for Consultant/Subject Matter Expert (SME) Support specifically states a hard requirement for the SME to "have working experience in maritime, aerial and scuba diving operations." Will NOAA consider as "qualified" an investigator or an investigation firm that does not have (1) actual operational nautical and engineering experience at sea, (2) actual experience flying in maritime aviation operations, and (3) actual experience in scuba diving operations?

See answer below for both questions.

2. Is this contract intended to be let on a "lowest bidder" basis, or will the quality of a firm's past performance be considered in addition to price, meaning that a firm that is not the "lowest bidder" could be selected?

See answer below for both questions.

Governments Answer to both questions is as follows:

Please see Paragraph 3.5 Qualifications of the PWS in the RFQ, which states:

Minimum five (5) years Federal Government investigative services experience.

Experience conducting investigations with a workforce operating with multiple bargaining unit agreements.
Experience with forensic accounting to include purchase card logs, time and attendance, travel vouchers, and contracts.
Private investigator license.

And Please See:1352.213-70 EVALUATION UTILIZING SIMPLIFIED ACQUISITION PROCEDURES in the RFQ
