Interested small business contractors must possess appropriate state pesticide applicator certifications, demonstrate the ability to identify site-specific invasive plant species and common tree species, and provide at least two federal or state references for similar services within the last three years. The procurement is classified under NAICS 561730 (Landscaping Services) with a small business size standard of $9.5 million and PSC S208. Work will be issued through BPA calls on a firm-fixed-price basis using unit rates or task-specific pricing. Responses must be submitted electronically by 10:00 AM EDT on Friday, March 27, 2026, and should include company information, UEI number, socioeconomic status, relevant experience, pesticide certifications, geographic coverage capability, and a capability statement not exceeding two pages.

This opportunity is designated as a total small business set-aside, meaning only small business concerns are eligible to participate in the BPA. No current incumbent contractors or award values are identified in this pre-solicitation notice, as the Government is still in the market research phase. The anticipated BPA ordering period will not exceed three years, with work anticipated to be recurring and on-call in nature to support multiple Government-owned and Government-managed facilities throughout the USACE Pittsburgh District. Contractors must demonstrate the capability to support locations across the entire Pittsburgh District Area of Responsibility and comply with all applicable OSHA, environmental, and safety regulations. This notice is issued for information and planning purposes only and does not constitute a solicitation, request for quotation, or commitment by the Government to issue a BPA or award a contract.
