The Coronado National Forest, Tucson, Arizona, is soliciting quotes (RFQ) for invasive plant surveys; inventory and/or monitoring Indefinite Delivery/Indefinite Quantity contract. The contract will be a Base Year plus 4 Option years. The Base Year contract will focus on post-fire invasive plant surveys on the Horseshoe 2 fire in the Chiricahua Mountains on the Douglas Ranger District, Douglas, AZ. Surveys will be done along dozer line, hand line, trails, roads, and spike camps. Option Years will include other areas on the Coronado National Forest as identified. 2. Quotes are to be submitted to Coronado National Forest, Room 5F, 300 W. Congress, Tucson, AZ 85701 or faxed to (520) 388-8332 by close of business August 26, 2011. 3. Note: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in [FAR] Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. 4. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-33, Effective on June 15, 2009. 5. This acquisition is set-aside 100% for small businesses. The North American Industry Classification System (NAICS) code is 115310 and the size standard is $7.0. 6. Desired start work date is September 1, 2011. 7. Quotes must include a completed copy of [FAR] 52.212-3 Offeror Representations and Certifications, Commercial Items. 8. [FAR] 52.212-2 Evaluation, Commercial Items is applicable with the following factors used to evaluate quotes: Price, technical conformity to specifications, and ability to meet delivery date. 9. The following clauses are incorporated by reference and can be downloaded in their entirety at www.arnet.gov/far: [FAR] 52.212-1 Instructions to Offerors, Commercial Items, [FAR] 52.212-4 Contract Terms and Conditions, Commercial Items, [FAR] 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders, Commercial Items; [FAR] 52.203-6, Restrictions on Subcontractor Sales to the Government; [FAR] 52.232-33, Payment by Electronic Funds Transfer-Central Contractor Registration (Oct 2003): proof of contractor registration in CCR required before the Government can effect an award; [FAR] 52.219-8 Utilization of Small Business Concerns. 10. All responsible sources may submit a quotation which shall be considered by the Forest Service. The offer/quotation that is most advantageous to the Government, based on the factors contained in this solicitation, will be selected for award. 11.
