About this opportunity
The Department of Homeland Security, Office of Inspector General, issued a sole-source justification on October 14, 2026, for a modification to an existing Federal Supply Schedule order with Security Hunter, Inc., to upgrade Intrusion Detection Systems and Physical Access Control Systems across DHS OIG facilities nationwide, with response deadline November 13, 2026. This is a Total Small Business set-aside. The modification to FSS order 70VT1523F00038 will provide assessment, upgrade, repair, and installation services on a Labor Hour/Time & Materials basis over a 12-month performance period. Security Hunter currently delivers corrective and preventive maintenance for these systems and is the incumbent.
The justification cites unique, highly specialized capabilities and system-specific knowledge that would incur an estimated six-month delay and $100,000 additional cost if transitioned to a new contractor. Primary drivers include the January 2027 discontinuation of analog telephone service nationwide, which would disable 29 Intrusion Detection Systems currently relying on analog lines for alarm transmission. The Physical Access Control System requires upgrades from 32-bit to 200-bit PIV-class encryption, two-factor authentication with 10-key pads, and transition from Wiegand protocol to Open Supervised Device Protocol for HSPD-12, FICAM, FIPS, and NIST compliance. Security Hunter's labor rates include 8 to 15 percent discounts off GSA Schedule rates; travel and materials are reimbursed at cost. Prior market research identified five interested vendors; only Security Hunter submitted a quotation. The public justification is posted; responses received will be evaluated for potential follow-on opportunities.
