About this opportunity
The Department of Veterans Affairs Veterans Health Administration Digital Health Office is conducting a Request for Information on interoperability and interface modernization, with responses due by June 22, 2026 at 12:00 PM Eastern Time; this is a planning-level RFI only and does not constitute a commitment to award a contract or pay for submissions.
VHA seeks industry input on modernizing enterprise interoperability and interface architecture across its health IT ecosystem by transitioning from fragmented, facility-specific point-to-point integrations to a standardized, enterprise-managed "Many-to-One" framework. Key focus areas include methodologies for cataloging and assessing thousands of existing interfaces across legacy VistA, Federal EHR, and external systems; architecture modernization strategies aligned with standards-based approaches (FHIR, HL7, X12, NCPDP); standards harmonization and governance models; continuous conformance and validation within live data flows; cybersecurity considerations including Zero Trust practices; cost-modeling and total cost of ownership frameworks; and governance structures balancing national standardization with local operational needs during a multi-year dual-EHR transition.
Respondents must submit via email to William Milline (William.Milline@va.gov) and Cristine Carmody (Cristine.Carmody@va.gov) with a maximum file size of 5 MB and confirm their Socio-Economic Category, Unique Entity Identifier, and VOSB or SDVOSB certification if applicable. The expected timeframe to begin work is FY27 with a base period of one year plus four optional one-year periods. The contracting office is located in Fredericksburg, Virginia. Respondents should address twelve specific questions covering discovery methodologies, transition strategies, standards best practices, architecture patterns, data quality assurance, cybersecurity approaches, cost models, governance frameworks, industry lessons learned, AI and real-time data enablement, recommended contract types, and proposed CLIN structures.
