About this opportunity

The USDA Department of Agriculture Assistant Secretary for Departmental Management issued a notice of intent to sole source Internet2 circuits and annual membership to the University Corporation for Advanced Internet Development, with clear-and-convincing-evidence submissions due by July 30, 2026 at 11:00 EST.

The USDA Scientific Computing Initiative Network (SCINet), Marketing and Regulatory Programs, and Animal and Plant Health Inspection Services (APHIS) propose to award a firm-fixed-price sole-source contract valued at $5,467,890.46 consisting of a 12-month base period at $1,050,701.05 and four 12-month option periods. The justification, issued under FAR 6.302-1 (Only One Responsible Source), cites Internet2's unique combination of accreditation, validated assay performance, and existing infrastructure—including 100 Gbps scalable circuits, Science DMZ model support, perfSONAR compatibility, and long-term Indefeasible Rights of Use agreements with fiber optic owners—as capabilities that cannot be replicated by commercial ISPs or GSA Enterprise Infrastructure Solutions.

Interested parties who believe they can meet all requirements must submit documented evidence of ability to perform competitively priced services. The Government will not acknowledge receipt, provide feedback, or pay for submissions. The decision whether to compete remains solely at Government discretion. Responses in Microsoft Word or PDF format shall be emailed to Contract Specialist Bryana Jordan at bryana.jordan@usda.gov; telephone inquiries will not be accepted.
