About this opportunity
The U.S. Department of Homeland Security's Immigration and Customs Enforcement (ICE) Office of Acquisition Management has issued a Special Notice announcing its intent to solicit a single-source contract for Internet service in San Antonio, Texas. The notice, posted on January 8, 2025, pertains to procuring internet services for two specific locations through a direct award to Spectrum (Charter Communications). The procurement will be conducted under Federal Acquisition Regulation (FAR) Part 13 Simplified Acquisition Procedures, which allows for streamlined contracting processes. The Contracting Officer, Michelle Levine, has determined that Spectrum is the only reasonable source for these services based on their capabilities and existing infrastructure at the required locations. The notice is informational and does not constitute a formal Request for Quote (RFQ).
The primary objective of this Special Notice is to provide transparency about ICE's intention to award a sole-source contract for internet services without competitive bidding. The notice does not specify detailed eligibility criteria beyond identifying Spectrum as the sole contractor, and no specific set-aside status is mentioned. Potential contractors are not invited to submit competing proposals, as the government has already determined Spectrum as the preferred provider. The contracting opportunity is limited in scope, focusing specifically on internet service at two locations in San Antonio. Interested parties with questions or concerns are directed to contact Contracting Officer Michelle Levine via email at Michelle.Levine@ice.dhs.gov or by phone at (214) 905-5573. The notice indicates that the final determination not to compete the proposed contract remains at the discretion of the Government Contracting Officer. The contract falls under the Wired Telecommunications Carriers NAICS category (517111) and the IT and Telecom - Network as a Service PSC category.
