The Government requires two independent, unmetered, symmetrical 3 Gigabits per second dedicated fiber Internet circuits at Sede Habitacional Bicentenario de la Independencia Canton Norte Military Installation, Bogota, Colombia—one terminating on the 6th floor and one on the 7th floor. The anticipated requirement encompasses engineering, permitting, hardware provisioning, structured cabling, network integration, installation, activation, testing, monitoring, maintenance, and technical support for fully operational service.
Technical requirements include dual independent 3 Gbps symmetrical dedicated fiber circuits with separate demarcation points on each floor; infrastructure and physical handoffs capable of supporting the required bandwidth and potential future upgrade to 10 Gbps; IPv4/IPv6 capability; static routing and/or BGP capability; and unmetered service without data caps. The contractor must deliver 24/7/365 monitoring, maintenance, and technical support; achieve approximately 99.5 percent monthly circuit availability; acknowledge and initiate troubleshooting within one hour of outage or service notification; and restore service within four hours for qualifying circuit or hardware failures.
