About this opportunity
The United States Agency for International Development in South Sudan seeks an Internet Service Provider to provide a dedicated 200Mbps fiber-based internet circuit as the primary link to its Residential Compound in Juba, South Sudan. The contractor must ensure 24/7 support and on-site response within 30 days of award, and will be responsible for installation, maintenance, and any costs to ensure reliable service. Quotes will be evaluated based on technical approach and price factors, with non-price factors being more important than price, and are due by May 10, 2021. The solicitation incorporates standard clauses for definitions, contingent fees, kickbacks, whistleblower protections, option quantities, combating trafficking in persons, and prohibitions related to certain telecommunications equipment.
There is no set-aside designation. The contractor must provide internet services, leased line, hardware, software, licensing, installation, maintenance and 24/7/365 support from Juba, South Sudan to keep the service operational at the USAID Residential Compound for an initial period of one year, with four one-year option periods. Amendments to the solicitation clarified questions around existing fiber infrastructure and dispatching technicians.
