About this opportunity

The US Agency for Global Media (USAGM) seeks a 400 Mbps symmetrical, dedicated Internet circuit via microwave link to its Kuwait Transmitting Station, with proposals due July 28, 2026 at 12:00 PM ET. This is a full and open acquisition under FAR Parts 12 and 13 (commercial products and services) with no set-asides.

Place of performance is Al Mutla, Kuwait. The contractor must provide all labor, equipment, materials, licensing, installation, testing, and support, including obtaining microwave frequency licensing from BNetzA (Ministry of Communication, Kuwait). The service must deliver 24 static private IP addresses (RFC1918) with no Network Address Translation, maintain 99.97% monthly availability with a minimum 70% link margin under worst-case environmental conditions, and meet latency targets of 80 ms regional and 150 ms international, with packet loss not exceeding 0.1% and jitter at 10 ms. The contractor is responsible for all equipment upstream of the government demarcation point and must provide 24/7/365 on-site support with a maximum Mean Time to Repair of 4 hours. The contractor must furnish the Customer Edge router and conduct independent engineering assessment for antenna mounting; subcontracting direct labor services is prohibited.

Period of performance includes a one-month transition phase (August 26–September 25, 2026), a one-year base period (September 26, 2026–August 25, 2027), and four optional one-year extension periods through August 25, 2031. All line items are firm fixed-price commercial services priced monthly, with payment through the Invoice Payment Platform per the Prompt Payment Act.

Evaluation criteria—technical approach, past performance, and price—weight technical and past performance combined as substantially more important than price. Key personnel must include a Project Manager with minimum five years' network engineering experience, CISCO/CCNA certification or IT-related degree, and English fluency; commitment letters are required. The NAICS code is 517810 with a $40 million small business size standard.

Amendment 0001 extended the proposal deadline to July 28 and responds to 18 contractor questions. A pre-proposal site visit is authorized for July 26 at 8:00 AM local time, limited to two representatives per company.
