About this opportunity
The Commodity Futures Trading Commission (CFTC) intends to procure a one-year membership to the International Organization of Securities Commission (IOSCO), the global standard-setting body for securities regulators worldwide. IOSCO membership is critical to the CFTC's regulatory mission, enabling the Commission to participate in establishing international securities regulations and standards. The CFTC plans to award this requirement on a sole-source basis pursuant to 41 U.S.C. 1901 and FAR 12.102(a), as IOSCO is identified as the only available source capable of providing the required membership. Although this is not a competitive solicitation and no formal request for proposals will be issued, the CFTC will consider responses from any responsible sources received by the January 7, 2026 deadline to determine whether to conduct a competitive procurement instead. Interested parties must submit written responses that sufficiently demonstrate their capability to fulfill the requirement, as oral communications will not be accepted; the CFTC will make its final determination at its sole discretion.
This procurement carries no set-aside designation and involves an education and training service classified under NAICS 813920 (Professional Organizations) and PSC U005 (Education/Training—Tuition/Registration/Membership Fees). The pre-solicitation notice was posted on December 31, 2025, with responses due by January 7, 2026. As this is a membership fee arrangement with a one-year period of performance, the contract value will be the annual membership cost charged by IOSCO, though the specific dollar amount is not disclosed in the notice. The sole identified vendor for this requirement is IOSCO itself, as it is the only organization capable of providing institutional membership to its own organization. The CFTC's evaluation will focus on determining whether any alternative sources exist that could reasonably satisfy the agency's requirements, with the final procurement approach subject to the agency's discretionary review.
Notice text
The Commodity Futures Trading Commission (CFTC) intends to procure a membership to the International Organization of Securities Commission (IOSCO) on a sole source basis. The anticipated contract will have a period of performance of one (1) year. IOSCO is the international body that brings together the world’s securities regulators and is recognized as the global standard setter for the securities sector. IOSCO develops, implements and promotes adherence to internationally recognized standards for securities regulation. CFTC’s membership to IOSCO is critical to the Commission’s regulatory mission, enabling countries to assist in establishing regulations. The Government intends to procure this requirement under a sole source basis pursuant to the authority at 41 U.S.C. §1901 and RFO 12.102(a) since there is only one source available. The identified vendor is the sole provider of the membership required by CFTC. Therefore, this vendor is the only responsible source identified as reasonably available that will satisfy the agency requirements.
THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS and a solicitation will not be issued. However, the Government will consider responses from all responsible sources received by the date and time identified on this posting. Written responses must include sufficient information to establish capability to fulfill the requirement. Oral communications are not acceptable in response to this notice. Any responses received will only be considered for the purposes of determining whether to conduct a competitive procurement in lieu of the sole source described in this notice, and such determination shall be made at the sole discretion of the CFTC.
