About this opportunity
The Naval Air Warfare Center, Aircraft Division (NAWCAD) is seeking services to certify mobile habitable shelters known as Mobile Facilities (MFs) in accordance with the International Convention for Safe Containers (CSC) regulations. These MFs are used to support Marine Aviation Logistics operations and may require modifications that invalidate their original CSC certification. NAWCAD is conducting market research through a Request for Information (RFI) to identify potential firms, including small businesses, that can provide CSC plan reviews, test plans, container testing, and related consultation services. The anticipated contract will be a Firm Fixed Price, Indefinite Delivery Indefinite Quantity (IDIQ) vehicle, and the government expects to issue the Request for Proposal (RFP) in November 2025.
This procurement has been set aside for total small business participation. The NAICS code is 541330 - Engineering Services, and the PSC is R425-P - Support- Professional: Engineering/Technical. No incumbent or current contractor information has been provided, and details on award value or budget range have not been specified. The due date for responses to the RFI is November 5, 2024, and responses should be limited to 10 pages.
Notice text
Naval Air Warfare Center, Aircraft Division (NAWCAD) has a requirement to procure services to certify Mobile Facilities (MFs) in accordance with 49 CFR 450, International Convention for Safe Containers (CSC). The MF is a mobile habitable shelter that is eight (8) feet wide by 20 feet long by eight (8) feet high. MFs are connected together in a MF complex in an austere expeditionary environment to support Marine Aviation Logistics operations. MFs are procured with valid CSC inspection plates; however, when configured for the mission, modifications may be performed that invalidate the CSC plates. In order to maintain compliance, it is required that any modification to the shelter be approved via a plan review, or a physical test, and that compliance is documented.
