About this opportunity
The Internal Revenue Service is issuing a Request for Information to identify contractors capable of supporting modernization of over 350 Taxpayer Assistance Centers nationwide, with responses due February 20, 2026 at 12:00 PM EST. This is market research only and does not obligate the Government to award a contract; however, the IRS has indicated the requirement will be competed through a GSA Governmentwide Acquisition Contract (GWAC) following this RFI phase as of July 7, 2026.
The modernization effort is comprehensive, addressing people, technology, and reporting across three primary phases: documenting current state operations, developing a future state roadmap, and supporting implementation of approved recommendations. Work encompasses assessment of process efficiencies, staffing utilization, employee and customer experience, identity verification and data security measures, technology systems, and operational policies across small, medium, and large TAC locations. Deliverables include roadmaps for technology modernization, Information Resource Management enhancements, and Power BI dashboards with key performance indicators and return on investment metrics.
The firm-fixed-price base period runs May 1, 2026 through April 30, 2027 with one optional 12-month extension. Place of performance is primarily remote with occasional in-person visits to TAC locations in Atlanta, Georgia; travel beyond 50 miles is reimbursable. A full-time Project Manager is required. Contractor personnel must hold a Minimum Background Investigation clearance, be U.S. citizens or Lawful Permanent Residents, and complete Treasury on-boarding requirements including security awareness training and Fair Credit Reporting Act authorization within ten business days of interim access approval.
NAICS code is 541611 (Administrative Management and General Management Consulting Services); PSC code is R799 (Support: Management: Other). Primary contact is Ana Rollins (analeatha.s.rollins@irs.gov); secondary contact is Iman Street (iman.street@irs.gov). RFI responses must be submitted via email with a maximum file size of 10 megabytes and include a one-page company capabilities statement in minimum 11-point font. Amendment 1 to the submission instructions and vendor response template was posted February 12, 2026.
