Notice text

The Naval Medical Logistics Command (NMLC) is seeking sources to provide Internal Medicine Post Graduate Year (PGY) 2 (second year) and PGY 3 (third year) resident services at Naval Medical Center San Diego, CA. This acquisition requires resident services for the following schedule:

12 PGY 2 residents for inpatient medicine services for up to 120 weeks. In addition, 3 of these residents would also provide outpatient services in the continuity clinics for up to 132 days.

12 PGY-3 residents for inpatient medicine services for up to 96 weeks. In addition, 3 of these residents would also provide outpatient services in the continuity clinic for up to 240 days.

The estimated period of performance is 24 June 2016 through 22 June 2017 with no available option periods.

If capable sources are not identified through this notice, NMLC intends to award a sole source contract under the authority of FAR 6.302-1 to Scripps Green Hospital, La Jolla, CA, 92037, for Internal Medicine PGY 2 and 3 resident services.

In accordance with FAR 6.302-1, Scripps Green Hospital is the only vendor whose residents have the corporate knowledge pertaining to Naval Medical Center San Diego (NMCSD). The Scripps Green residents have already rotated at NMCSD for the 1-2 years and have corporate and system knowledge of the medical center, various computer systems, educational policies, and work hour requirements that cannot be duplicated by residents from other outside facilities. Additionally, these residents are experienced in the treatment and disposition of active duty personnel. Furthermore, the residents providing services at the continuity clinic at NMCSD have previously undergone a background investigation at considerable cost to the government. To interrupt this continuity of care would be detrimental to patient care.

Sources interested in responding to this notice are required to submit a capability statement in sufficient detail and with convincing evidence that clearly demonstrates the capability to perform the required services. Capability statements shall not exceed 5 (8.5 x 11 inch) pages using a font size no smaller than 10-point.
