About this opportunity
The U.S. Army Corps of Engineers Pittsburgh District is procuring a new lock interlock control system replacement for Maxwell Locks and Dam on the Monongahela River in East Millsboro, Fayette County, Pennsylvania. The project involves installing a comprehensive valve interlock control system with valve-to-gate, gate-to-valve, and valve-to-valve interlocks that must comply with the current Inland Marine Transportation System (IMTS) Minimum Interlock Control Standard. Key requirements include installing UL 508 certified interlock control panels for each lock chamber, hardwiring all limit switches on miter gates and filling/emptying valves to relays, providing key-operated bypass switches with visual and audible alarms, and installing new cables throughout the lock chambers including crossovers. The scope also encompasses miscellaneous electrical equipment installation, hydraulic system modifications, and equipment such as manifolds, solenoid operated four-way valves, and manual bypass valves. The solicitation was originally posted on December 6, 2024, with the response deadline extended from January 23 to January 28, 2025, and bids were opened on January 28, 2025.
This procurement is designated as a Service-Disabled Veteran-Owned Small Business set-aside under NAICS code 237990 for Other Heavy and Civil Engineering Construction. The bid results show six contractors submitted proposals ranging from $1,545,123.00 to $3,257,713.00, with GFM Partners, LLC of Lancaster, PA submitting the lowest bid against a government estimate of $1,454,713.42 without profit. Construction work will occur in close proximity to active lock and dam operations, requiring coordination with government personnel since the facility operates 24 hours a day, 365 days per year. A pre-bid site visit was conducted on December 18, 2024, with significant contractor interest evidenced by attendees from multiple companies including Thoroughbred Construction, MRP Stahanks, IEC, AIG, BCI, and ALGO. The project involves critical infrastructure work on an operational inland waterway transportation system that requires careful coordination of all shutdowns with the Contracting Officer or designated representative.
