Update #2 · Latest ·

The U.S. Army Corps of Engineers New England District intends to award a sole source IDIQ contract valued at $45M to Jacobs Field Services North America, Inc., 125 Broadway Ave, Oak Ridge, TN 37830 to complete one additional dredging season at the New Bedford Harbor Superfund Site. This sole source award is necessary to act as a bridge contract while a new Site Specific Remedial Action Contract (RAC) is put in place for the New Bedford Harbor Superfund Site located in New Bedford, Massachusetts. The RAC will be valued at $350M over a ten year period. The intent of this bridge contract is to continue dredging while a new contract vehicle is put in place and allow overlap between the incumbent (Jacobs Field Services America) and the new RAC Contractor. Interested concerns should contact Sheila Winston-Vincuilla at 978/318-8159

Update #1 ·

This contract action was accomplished using other than competitive procedures because there is only one responsible source due to a unique capability provided, and no other supplies or services will satisfy agency requirements (FAR 6.302-1). See posted J&A for further information.

This contract action was not awarded as a fixed price type because uncertainties involved in contract performance did not permit costs to be estimated with sufficient accuracy to use any type of fixed price contract. As such, a cost-reimbursement type action was awarded (FAR 16.301-2).

The U.S. Army Corps of Engineers (USACE) was requested by the U.S. Enviromnental Protection Agency (EPA) to clean-up PCB contaminated sediments from New Bedford Harbor. The Harbor was contaminated from the 1940s through the 1970s by two electrical capacitor manufactming plants that discharged PCB waste. Water, sediment and biota have been contaminated endangering public health and the environment with PCB levels in sediment exceeding 100,000 parts per million (ppm).
