About this opportunity
The Federal Housing Finance Agency (FHFA) has published a Special Notice announcing its intent to award a sole source purchase order to Polypaths, LLC for interest rate and credit risk modeling software. This procurement falls under FAR 13.501(a) authority and is classified under NAICS code 513210 (Software Publishers). The anticipated contract period spans from October 1, 2025 through September 30, 2030, consisting of a base year plus four optional years. The agency seeks a commercial off-the-shelf (COTS) software package that can integrate with FHFA's existing Windows operating system and Oracle and Sequel databases. This is structured as a firm-fixed price contract and explicitly states it is not a request for quotations or solicitation for offers.
The Special Notice serves as a market research tool to determine if comparable sources exist that could provide the required software capabilities before proceeding with the sole source award. Interested vendors must submit detailed responses demonstrating their ability to provide interest rate and credit risk modeling software with specific capabilities including option-adjusted spread analysis, scenario modeling, financial instrument modeling, and integration with mortgage security data. Responses must be submitted electronically to Jennifer.Sellers@fhfa.gov by July 14, 2025, and must include clear and convincing evidence of technical capabilities since the government will not seek additional information from companies that fail to provide sufficient evidence. The government retains sole discretion in determining vendor capabilities and whether to proceed with competitive procurement based on the responses received. Companies responding must be able to provide software that models complex financial instruments, supports advanced interest rate term structure models, and complies with federal IT security and accessibility standards.
