About this opportunity
The U.S. Department of Homeland Security (DHS), through its Homeland Security Investigations (HSI) Office of Acquisition, published a Notice of Intent to Solicit from a Single Source on February 11, 2026. This special notice announces DHS's intention to procure software licensing exclusively from Passware, Inc., a software publisher located in Mountain View, California. The procurement will be conducted under FAR Part 12, which governs the acquisition of commercial products and services. The contracting officer has determined that only one source is reasonably available based on the specific capabilities required for this contract action. This notice is informational in nature and does not constitute a formal Request for Quote, though the government retains the discretion to compete the contract despite the single-source designation.
The primary objective of this special notice is to inform the public of DHS's intent to award a contract for Passware software licensing without competitive bidding. The notice was posted on February 11, 2026, with a due date of February 16, 2026 for any inquiries or concerns. While this is a single-source procurement, interested parties may contact Contracting Officer Michelle Levine at the provided contact information (Michelle.Levine@ice.dhs.gov or 682-308-7625) to raise questions or concerns regarding the procurement decision. The procurement is not set-aside for any specific category of contractors, meaning there are no specific eligibility restrictions limiting who may inquire. The software licensing acquisition falls under the IT and Telecom sector, specifically covering business application and application development software, and represents a commercial service procurement conducted under established federal acquisition regulations and class deviations.
