NASA/Marshall Space Flight Center (MSFC) has a requirement for Plasma Coating and Blasting Testing for Lunar Architecture.  The Plasma Spraying and Abrasive Blasting testing are required to support the Early Career Initiative (ECI) project within the Human Landing System (HLS) and In Space Manufacturing (ISM) programs.  These programs have confirmed direct relevance and risk of early-life hardware failures caused by severe wear-causing hazards on the lunar surface.  This Plasma Spraying and Blasting Testing effort is required to improve the wear resistance properties of Boron Nitride (BN) in direct support of  the Artemis mission.  This effort is focused on the completion of three (3) top priorities: 1) Materials procurement and characterization of the powders, 2) Plasma spray process: To develop coatings using plasma spray technology, 3) Abrasive Blasting testing: To simulate Lunar and Mars environments.

Under the authority of FAR 13.501(b)(1)(i), NASA/MSFC intends to issue a sole source contract to Plasma Forming Laboratory (PFL) at Florida International University (FIU) to leverage commercially available processes to elevate the technology (advanced BN coatings) needed by NASA to meet the Artemis mission.  If all options are exercised, the total contract period would be two (2) years and six-months.  BN was originally created by Langley Research Center (LaRC) in 2006 and PFL started BN related research in 2010 and has published over 20 journal articles on this topic.  Recent developments in BN Nickel Titanium (BN-Ni) based coatings using plasma spray shows the great potential of BN as reinforcing additives for improving wear resistances.  For over 20 years, PFL FIU has performed plasma spray processes on various projects making them Subject Matter Experts in this particular process with regards to the handling of BN which is paramount in this effort.

The Government intends to acquire a commercial item using FAR Part 12.

Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to doris.richardson@nasa.gov or kathy.cooper@nasa.gov no later than 30 November 2020 by 9:00 A.M. CST.  Such capabilities/qualifications will be evaluated solely for the purpose of determining whether to conduct this acquisition on a competitive basis.  A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
