About this opportunity

The U.S. Army Recruiting Division, through MICC Fort Knox, intends to sole-source renew Wonderlic Software for psychological testing materials, with anticipated award on 6 November 2026. The renewal carries a sole-source justification under FAR 12.201-1 and DFARS CD 2026-O0028, awarded directly to Wonderlic Inc. as the exclusive authorized supplier.

The cloud-based platform must deliver multi-measure assessment across three scientifically validated domains: cognitive ability, workplace personality traits modeled on the Five-Factor Model, and motivational drivers. The platform must synthesize these distinct measures into a single, unified, job-specific predictive fit score to support selection, coaching, and training of personnel for critical assignments. Market research documented in the sole-source justification evaluated alternative platforms—Hogan Assessment Systems, Criteria Corp's CCAT, and The Predictive Index—and rejected each due to deficiencies in psychological construct coverage, cost prohibitiveness, or scalability limitations; none deliver the integrated three-dimensional fit score natively provided by Wonderlic Select.

Place of performance is Fort Knox, Kentucky. The period of performance runs 6 November 2026 through 5 November 2030 (base year plus three one-year option periods). Previous contract values with Wonderlic Inc. range from $13,200 to $14,553 across multiple performance periods; the estimated overall price for this renewal is redacted in available documentation. The solicitation will not post to SAM.gov. Contracting Officer Adrian J. Atkinson (adrian.j.atkinson2.civ@army.mil) and Contract Specialist Emily H. Ryan (emily.h.ryan.civ@army.mil) are available for inquiries. All responsible sources may submit an offer for consideration.

Notice text

The United States Army Recruiting Division (USARD) requests the renewal of Wonderlic Software to provide psychological testing materials. The USARD Office of the Command Psychologist (OCP) uses scientifically validated psychological tests and measures to assess, select, coach, and train personnel for critical assignments to enhance overall human performance. The platform must be a cloud-based, multi-measure assessment delivered electronically and remotely in a scalable environment. Functionally, it must evaluate candidates across three primary, scientifically validated domains: cognitive ability (to measure problem-solving and learning speed), workplace personality traits (modeled on the Five-Factor Model), and motivational drivers (to align occupational interests with job demands). A critical technical requirement is the platform’s ability to synthesize these distinct measures into a single, unified, job-specific predictive fit score, providing actionable data for selection and development.

MICC-Ft Knox intends to award a contract on a sole-source basis, in accordance with Federal Acquisition Regulation (FAR) 12.201-1, and Defense Federal Acquisition Regulation Supplement Class Deviation (DFARS CD) 2026-O0028, to Wonderlic Inc., to support USARD. The anticipated award date is 6 November 2026, with period of performance of 6 November 2026 - 5 November 2030 (base year plus three option years).  The solicitation will not be accessible on the Governmentwide Point of Entry (GPE) at https://www.sam.gov. Interested parties may contact Contracting Officer Adrian J. Atkinson, adrian.j.atkinson2.civ@army.mil and Contract Specialist, Emily H. Ryan emily.h.ryan.civ@army.mil. All responsible sources may submit an offer that will be considered by the MICC - Ft. Knox.
