About this opportunity
The Department of Veterans Affairs Veterans Health Administration intends to award a sole source bridge contract with Corporate Waste Solutions for waste and recycling pickup and disposal services at VA Healthcare White River Junction, with responses due by September 24, 2026 at 10:00 AM Eastern Time. The 8-month bridge contract runs from October 1, 2026 through June 1, 2027, while the VA develops a new competitive Request for Quotation for a base plus 4 option years. The current contract (36C24121D0009) expires September 30, 2026 with no contractual extension option. The previous RFQ (36C24126Q0582) did not award timely due to two protests; the most recent protest dismissal occurred August 19, 2026, and the VA took corrective action.
Place of performance is VA Healthcare White River Junction, White River Junction, Vermont. The sole source justification cites FAR 6.302-2 (Unusual and Compelling Urgency). Transitioning to a new contractor before current contract expiration would create critical service delays, resulting in hazardous waste accumulation, unsanitary conditions, pest and fire hazards, infection control risks, and potential noncompliance with VHA Directive 1850.06 (Waste Management Program) and VHA Directive 1850.01 (Health Care Environmental Services). The incumbent, Corporate Waste Solutions (4919 Dogwood TRL, Richmond, Texas), already possesses equipment, trained staff, and site-specific knowledge, enabling immediate performance continuation.
NAICS code is 562111 (Solid Waste Collection) with a $47 million size standard. PSC is S205. No solicitation will post to FedBizOps. Contact Contracting Specialist James L. R. Moore at james.moore14@va.gov or (603) 624-4366. The Contracting Officer retains discretion to conduct competitive procurement based on responses received.
