About this opportunity

The U.S. Army Corps of Engineers, Buffalo District, has published a Special Notice regarding an intent to sole source a modification to an existing dredging contract for the Maumee River and Maumee Bay. The notice announces the Government's plan to modify the current Single Award Task Order Contract (SATOC) held by the incumbent contractor, who is actively performing dredging work in Toledo under task order W912P425FA017. This Special Notice is not a competitive request for proposal, but rather an announcement of the Government's procurement method and an invitation for industry comments. The modification is necessary because additional dredging stations have been identified outside the scope of the original SATOC specifications. Comments on the Government's proposed sole source approach must be submitted by November 7, 2025.

The Government intends to sole source the additional dredging work to the existing SATOC contractor under Federal Acquisition Regulations 6.302-1(a)(2)(iii)(A) and 6.302-1(a)(2)(iii)(B). The objective of the modification is to facilitate commercial navigation on the Maumee River and prevent potential vessel groundings by addressing dredging requirements at stations not included in the original SATOC. The current task order contract is set to expire on May 27, 2026, and the modification is being processed during the active ordering period. While this is not a competitive procurement opportunity, industry stakeholders are permitted to submit comments regarding the Government's decision to proceed with sole source contracting until the November 7, 2025 deadline. The Government will confirm the necessity of the additional dredging through an updated survey before finalizing the modification to the existing task order.

Notice text

The Government awarded a Single Award Task Order Contract (SATOC) to dredge Maumee River and Maumee Bay on 28 May 2024.  The ordering period for the SATOC ends 27 May 2026.  The contractor is currently dredging in Toledo under task order W912P425FA017.  The SATOC specified stations for the dredging in Toledo.  The Government is currently working on a modification to the current task order.  However, the stations are outside those listed in the SATOC.  As a result, the modification is deemed out of scope.  The additional dredging is needed to facilitate commercial navigation on the Maumee River and prevent potential groundings (Government will confirm this with an updated survey prior to completing the modification).  The Government intends to modify the contractor's exisiting task order to include this additional dredging on a sole source basis citing Federal Acquisition Regulations  6.302-1(a)(2)(iii)(A) and  6.302-1(a)(2)(iii)(B).  This is not a request for proposal; however, industry comments can be provided until the closing date regarding the Government's proposed method to accomplishing this work.
