About this opportunity
The Department of the Air Force Air Education and Training Command issued a notice of intent to sole-source award to Carahsoft Technology Corp. for VMware NIPR software and license renewal, with a response deadline of 8:00 AM CDT on May 8, 2026. This non-competitive award is authorized under FAR 6.104-2(a) and FAR 12.102(a) based on a determination that only one source is reasonably available. Carahsoft is the mandatory provider under the Department of the Air Force's Enterprise Agreement for VMware by Broadcom Blanket Purchase Agreement, mandated by DAFMAN 17-1203, Section 3.2, which prohibits all DAF organizations from procuring VMware products or services through alternative contract vehicles or open market sources. The requirement supports renewal of VMware licenses and technical support for the Air Force's Network Operations Systems serving the Non-Classified Internet Protocol Router system. The justification cites mission-critical dependency: the NIPR system requires exact VMware brand licenses to prevent software failure, and alternative products would significantly increase costs and risk service disruption. Market research included searches of Ability One and FPI UNICOR websites and a Sources Sought posting on GSA Advantage, both yielding no results. Interested parties may submit quotes or capability statements by the deadline to macey.behee@us.af.mil; the Government retains sole discretion to compete the contract based on responses received.
